Land Development Application Submittals in Accela

Mecklenburg County Land Development utilizes Accela for all plan and plat reviews, floodplain and erosion control permits, as-built surveys, and bonds. All the business we formerly conducted in EPM we now conduct in Accela

The Accela system went live on Dec. 11, 2023, replacing the previous EPM system for all Land Development customers. 
A Customer User Guide (ACA – Citizen Access) on how to use the new system is available for assistance. This document walks customers through the plan, plat, and permit submittal process with step-by-step instructions.  

Documents uploaded into Accela must follow the new Electronic Document Submittal Standards. Some of the guidance from the previous system has been updated or changed. Please be sure to read and understand the standards before submission into Accela to avoid unnecessary delays in your review or permitting process.

All projects previously reviewed in EPM were migrated to Accela. To access your older EPM projects in Accela, you must create an Accela account and complete the PIN record process.  Details on account creation and the PIN record process are available in the Customer User Guide.

Notice Regarding Addressing

Before you make any application to the Mecklenburg County Accela system, please make sure that you have a valid address, or addresses for your project.  Failure to obtain or verify a valid project address may result in application rejection and will likely result in delayed review times. 

Prior to submittal, you can verify your project online using Mecklenburg County Polaris 3G.

If you are submitting a new Subdivision or Commercial project and need a new address, you may apply online through the Mecklenburg County, NC Address Assignment Request System. Please allow a few days for the request to be processed, and be sure to upload your new address verification form (to be provided) along with your project.

Notice Regarding ACH and Credit Card Transactions in Accela

Mecklenburg County Land Development currently accepts fee payments in only 2 forms: eCheck (ACH – Automated Clearing House network) and Credit Card.  Fees can be paid online through your Accela account, or checks can be mailed to the County where they will be processed as eChecks.  Mecklenburg County does not accept credit card payments over the phone.  All payments are processed via CSG Forte, an automated payment processor. 

Although considered to be an uncommon occurrence, Mecklenburg County’s financial institution has reported eCheck payments that failed to process.  The bank rejected transactions were tagged as “Corporate Not Authorized – R29”. This particular transaction failure has been tracked back to the way a customer’s bank account was setup.  Essentially, CSG Forte is not authorized to deduct funds from the customer’s account.

Please verify with your institution that Forte is an authorized payment processor prior to authorizing fee payment.  If your institution does not authorize Forte transactions, please provide them with the following form: CSG Forte Bank Debit Filters

Payment failure to process can result in delayed review times, extra banking fees, and may require a certified check from the customer.
