Don Ceccarelli, Division Director

Don Ceccarelli is the director of Storm Water Services for Mecklenburg County. He is responsible for leading staff dedicated to protecting our environment by reducing the risk of flooding and improving the quality of surface waters throughout the County.  

He joined the County in 2004 as a senior civil engineer and was promoted to program manager in 2014, before being named director in 2022. Prior to joining the County, Don served as a staff engineer for Shield Environmental and project engineer for Front Royal Environmental Services.  

​​​​​​ Don holds a Bachelor of Science in chemical engineering from Virginia Polytechnic Institute & State University. He is a licensed professional engineer (PE).

Storm Water Advisory Committee

The Storm Water Advisory Committee (SWAC) is a group of volunteers who provide guidance and public input into the services and policies of Charlotte-Mecklenburg Storm Water Services. The committee includes nine citizens appointed by the City Council, County Commission, and Town Commissions. Learn more about the SWAC, current members and meeting dates.
